PortCheck is a free command line tool for Windows. If you are looking for graphical TCP port check tool you can use PingTool. PingTool is a graphical ping tool with TCP port check GUI and command line based.
The PingTool GUI offers you the option of checking TCP ports at intervals of 1 second to 2 minutes. The response time is displayed in milli seconds.
A red object in the GUI indicates that the device doesn't answer on ping or a TCP port. If objects are responding they are displayed in green with response time.
